At every Westminster election, millions of votes have little or no impact on the result. In 'safe' seats, the outcome is decided before a single ballot is cast.
Falling trust
Turnout is declining. Trust is eroding. A growing number of people feel the system simply doesn't reflect how they actually vote.
Doing nothing isn't neutral
When confidence in how we elect our MPs is this fragile, inaction is a choice. Parliament needs the evidence to act responsibly — before decisions are forced by crisis.
WHAT WE ARE PROPOSING
An independent National Commission on Electoral Reform.
The NCER would:
Establish criteria for what a strong voting system should deliver.
Assess how well the current system delivers against those criteria
Examine credible alternative voting systems that could be used for Westminster elections.
Drive a national public conversation about how we elect our MPs
Report back to Parliament with evidence-based recommendations.
It would not:
Change the voting system itself.
Cover devolved or local elections.
Pre-empt Parliament’s decision.
The National Commission would make recommendations. Parliament would decide what happens next.
